No, this unit takes the 12V from the vehicle alternator or from the Solar Panels and charges the batteries.

Answer The Question
Does this only charge the house lithium battery but not the wet starter battery which is the different 24v system, 2x 12v wet batteries.

That is correct - this will only charge a bank of Lithium batteries.
