How many lumens on blue and do they come as a pair thanks

They are sold individually.
Hella doesn't specify the lumen output on blue on any of their specification sheets. Quite a few factors are involved, it is a reduced output and you can contact Hella on 09 577 0366 if required.

Do these require a controller or can they be direct wired?

To display the full spectrum of colour, and colour changing modes, an external RGB controller is required. For that purpose, Hella marine recommends the Apelo Light Controller (upc 44371)
